Management and Administration

The The National Council for Higher Education is managed by a team of experienced administrators led by the Executive Director. He is assisted by a Deputy Director and two Directors in Quality Assurance Department and Research, Documentation and Development Department

 

Prof Opuda-Asibo, J ( Executive Director )

Born in 1952, Professor Opuda-Asibo John is a specialist in Public health, Epidemiology and Preventive Medicine. Having Graduated from Makerere University in 1977 (BVM) and University of Minnesota USA, 1980 (MPH) and 1983 (PhD).He Brings 37 years of service in higher education, 31 of which are from Makerere University since 1977, where he was a Head of Department for 15 years and Professor of Veterinary Public Health and Preventive Medicine and Later Director of Research and Graduate studies (199-2003). The other years were at Kyambogo University where he was DVC (Academic Affairs) for 5 years and Ag VC for one and half years. He has been at the helm of Quality Assurance in Makerere University as Chairman of the Senate Quality Assurance Committee for 7 years and Chair Research and Graduate Studies Awards in both Makerere and Kyambogo Universities as well as Chair of Senate at Kyambogo University. He has a wealth of experience of regulatory systems in his training in Epidemiology, Public Health and Preventive Medicine and during University Service, besides in other natural sciences, such as being chair of the Natural Biotechnology Committee (2003 to date)He has 31 years of classroom teaching and research supervision, the latter supervision of over 50 Undergraduates, 26 Masters and 17 PhD students at Makerere and other Universities. He has over 65 publications; in refereed journals and over 80 in conference presentations and reports.
Professor Opuda-Asibo believes in a strong undergraduate foundation for a successful graduate training to solve problems and transformation of Society. He also believes that quality assurance has its base and strength in the academic department which implements the curriculum while the rest of the University systems play a support role. He is the 2nd Executive Director of NCHE from 2013

DR. PAMELA TIBIHIKIRRA-KALYEGIRA (Director – Quality Assurance & Accreditation)

Pamela Tibihikirra-Kalyegira is the Director of Quality Assurance and Accreditation at the National Council for Higher Education (NCHE). Her department performs the core functions of the Council as regulator for the establishment and accreditation of public and private institutions of higher education. This entails the setting of standards and regulations for the provision of relevant and quality higher education for all qualified Ugandans. She joined NCHE in April 2014.

Pamela served as Dean, Faculty of Law, Uganda Christian University from September 2009 to March 2014. During her tenure as dean, she sat on various university boards including those of Senate and Council. She was a Member of the Appointments, Staff & Welfare Board and Chairperson of the Students’ Disciplinary Committee. She left the service of Uganda Christian University at the rank of Senior Lecturer.

Pamela is a recognised expert in her chosen field of Legal Education and has published two leading texts that are widely used in East African Law schools – Liberalization of Legal Education in Uganda, Policy Considerations, Law Africa, 2010 and D. Brian Dennison / Pamela Tibihikirra-Kalyegira (eds.); Legal Ethics and Professionalism. A Handbook for Uganda, Globethics.net, 2014.

Pamela has served as an External Examiner on the Master of Laws Programme at the School of Law, Makerere University and as a Master of Laws Programme Reviewer for the Higher Education Council for Rwanda as well as individual consultant for Programme Validation at the Institute of Legal Practice and Development (ILPD), Nyanza, Rwanda.

Pamela was appointed a Member of the Governing Council of the Law Development Centre by the Attorney General / Minister of Justice & Constitutional Affairs from April 2010 to April 2016. During this period she served as Chairperson of the Examinations Appeals Sub-Committee and as a Member of the Finance and Audit Sub-Committee. In July 2015 she was appointed Chairperson of an Investigation into allegations of Examination Malpractices at the Law Development Centre in the period 2004 to 2011. The Report of this investigation made several recommendations that led to substantive changes in the management of examinations at the Law Development Centre.

Pamela is the recipient of the Best Female Academician Lawyer, Women in Law Awards, Uganda Law Society, 2016.

Pamela received a Bachelor of Laws from Makerere University in 1995 and a Diploma in Legal Practice from the Law Development Centre in 1996. She earned a Master of Laws in Public International Law from the London School of Economics in 1998 and was enrolled as an Advocate of the High Court of Uganda in 1999.

Pamela was awarded a Doctorate in Juridical Science (SJD) in 2009 from Indiana University Maurer School of Law, Bloomington, Indiana, USA where she studied as a Fulbright Scholar.

Mr Athur Babu Muguzi (Director Finance)

Arthur Babu Muguzi is A certified Public Accountant of Uganda (CPAU); A fellow of the Chartered Certified Accountant of UK (FCCA-UK) and holds a Masters in Business Administration- Finance, Makerere University; Bachelors of Commerce, Makerere University;

 

Arthur worked at Tax Appeals Tribunal, Ministry of Finance for three years and served as an Accountant. At the Inception of NCHE on 1st April 2003 joined the Team as a Finance Officer and later served as Principal Finance Officer for six years.

He has vast experience in Government Accounting, Higher Education Finance Management and Quality Assurance.
