Guidelines for the establishment of Tertiary Institutions, Colleges and Universities by Government

Publication Summary

1. The Ministry of Education and Sports has to appoint a Project Planning team.
2. The team will develop a Project Proposal document. In the Project Proposal document, the team will capture in details the following items:
1. The Mission of the proposed institution.
2. The vision of the proposed institution.
3. The objectives of the proposed institution.
4. The core values of the proposed institution.
5. A Strategic Plan and an Action Plan for implementing the strategies.
6. If the proposed Institution is to be built a new, a Master Plan is to be presented.
7. The proposed course offerings with detailed description of each.
8. A list of academic and administrative staff with their qualifications
9. Details of academic facilities namely, lecture rooms. Library, Computer laboratories, science laboratories and other relevant facilities.
10. Indication of the funds initially available
3. The process:
1. The Planning team will submit the document to the National Council for Higher Education with a request that Council should recommend to the Minister that the proposed institution be established. The National Council for Higher Education may require the Project Planning team to come and make a presentation to it.
2. The Secretariat of the NCHE will present the project Proposal to the Quality Assurance Committee with a recommendation.
3. The Quality Assurance Committee of Council will evaluate the proposal and present its recommendation to the Full Council.
4. If the Council approves the project proposal, it will recommend to the Minister that the institution be established.
5. The Minister then will table the proposal before Parliament which may by a resolution declare the institution established.
