The National Council for Higher Education (NCHE) was established under “The Universities and Other Tertiary Institutions Act, 2001” to regulate and guide the establishment and management of institutions of higher learning, regulate the quality of higher education, equating of qualifications and to advise government on higher education issues. NCHE is seeking to fill up the following positions with suitably qualified and skilled individuals.

POSITION 1: INTERNAL AUDITOR (1): NCHE 6

 Duties and Responsibilities

  1. Reports to the Senior Internal Auditor;
  2. Handles day to day internal audit matters;
  3. Supports the planning and scheduling of business activities in the Internal Audit Unit;
  4. Supports the determination of the adequacy of NCHE Secretariat’s network of risk management, control and governance processes as designed and represented by Management;
  5. Assists in determining whether the resources are acquired economically, used efficiently and accounted for accurately and protected adequately by NCHE Secretariat;
  6. Assists in the reviews of reliability and integrity of financial and operating information and the means used to identify, classify and report such information;
  7. Assists in the reviews of systems established to ensure compliance with policies, plans, procedures and regulations laid down by Council as well as the Laws of Uganda;
  8. Assists in carrying out special investigations, management consultancy and independent reviews in areas related to fraud control, risk management, safety and security and other areas as determined by the Audit and Risk Management Committee;
  9. Carries out any other duties that may be assigned from time to time by superiors.

Person Specifications:

  1. Holds a Masters’ degree in Accounting, Finance or its equivalent from a recognized institution;
  2. Must be a Chartered/Certified Public Accountant (ACCA/CPA);
  3. Must have a minimum of three (3) years’ experience of financial auditing in a reputable institution;
  4. Must be ICT literate capable of using word processing, spreadsheets and database software packages;
  5. Must have good communication and interpersonal skills;
  6. Knowledge of financial management in higher education institutions is desirable.

  2. Work activity plans;
  3. Unit evaluation reports showing targets achieved;
  4. Risk assessment reports;
  5. Documented fraud detection strategies.

 POSITION 2: HIGHER EDUCATION OFFICER:RESEARCH A& PLANNING :NCHE 6

 Duties and Responsibilities

  1. Reports to the Senior Higher Education Officer, Research and Planning;
  2. Assists in the planning and management of research studies including both routine survey (e.g. tracer studies, unit cost etc); and general policy;
  3. Assists in the development and review of the NCHE Research and planning related policies and programmes;
  4. Assist in the development , monitoring and review of the NCHE Strategic Plan;
  5. Manages and updates the NCHE Research Database and Agenda;
  6. Assists in the management and training of Research Assistants/Field Officers etc, to implement   research projects;
  7. Assists in designing Standard Operating Proce­dures (SOPs) and instruments   for data collection;
  8. Assists in reviewing of the appropriate software for statistical analysis;
  9. Assists in the data collection and analysis;
  10. Assists in carrying out research activities and pub­lishes results in reputable journals and internation­ally recognized conference proceedings;
  11. Assists in the organization of awareness workshops to inform Higher Education institutions on issues regarding statistical data like enrolment ratio etc;
  12. Assists in the preparation of disseminative reports (annual reports etc) for the attention of the Director Research, Development; and;
  13. Carries out any other duties that may be assigned from time-to-time by the superiors

 Person Specifications

  1. Holds a Masters’ degree in Statistics, Math­ematics, Monitoring and Evaluation, or related field from a recognized university;
  2. Must have proven research management credentials as lecturer ( or above ) at a university for at least 2 years or must have been a higher education officer in a government department for 2years;
  3. Must be ICT literate capable of using word processing, spreadsheets and database software packages;
  4. Knowledge   and experience of research methods and research projects management;
  5. Knowledge and experience in using statistical analysis software and Database management systems is essential;
  6. Must have good communication and interpersonal skills.

 Expected Outputs

  1. Work activity plans;
  2. Institutional surveys and general Research Reports
  3. Unit Strategic Planning Monitoring reports;
  4. Unit evaluation reports showing targets achieved;
  5. Documented developmental strategies;
  6. Publications in respective periodicals.

 POSITION 3: ICT ASSISTANT/ SYSTEMS ADMINISTRATOR: NCHE 8

 Duties and Responsibilities

  1. Reports to the Senior Higher Education Officer – ICT and Documentation;
  2. Assists in managing the operations, support configuration and maintenance of the Microsoft windows client/server infrastructure of the NCHE;
  3. Supports all activities under the Management Information System (MIS) and NCHE website maintenance;
  4. Maintains the Information Technology Asset Management System to ensure that all assets are recorded and updated/removed when required;
  5. Maintains staff accounts for email, MIS and action approved user account updates;

Specific duties:

  1. Conducts daily system monitoring, verifies the integrity and availability of all hardware, server resources, systems and key processes in order to proactively prevent regular or common faults;
  2. Upgrades and configures system software that supports operational needs and maintain operational, configuration, and procedures;
  3. Performs daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary;
  4. Performs ongoing and maintenance of all servers in the operations team environment;
  5. Maintains security integrity;
  6. Manages all servers including hardware/software upgrades and patching of OS and applications;
  7. Creates and maintains documentation environment and application configurations;
  8. Assists with planning and implementing of growing Information Technology operations;
  9. Complies with and helps to enforce standard operating policies and procedures;
  10. Manages the help desk and provides support to ICT needs from staff and various external clients /constituencies.  Investigate and troubleshoot issues;
  11. Carries out any other duties that may be assigned from time to time by superiors.

Technical Skills and Knowledge

  1. Strong knowledge of windows server OS, Active Directory, Exchange, SQL operations and troubleshooting;
  2. Knowledge of windows 7 and office 2007, 2010, 2013;
  3. Networking skills including TCP/IP and the ability to configure network printers;
  4. Awareness of all mainstream mobile technologies (Android, Apple etc.);
  5. Working knowledge of IT operating systems, particularly Windows, Exchange and Citrix;
  6. Hands on experience of installing IT hardware and software.

Requirements/Person Specifications:

  1. Bachelors’ degree in Computer Science/Information Systems or ICT related field from a recognized institution;
  2. Three (3) years of information technology administration and support experience, or computer science background with relevant work experience;
  3. Systems Administration/System Engineer certification in Unix and Microsoft, Cisco Certified Entry Network Technician (CCENT), Cisco Certified Network Associate Routing and Switching (CCNA R&S), Cisco Certified Network Professional (CCNP) are an added advantage that should be reflected in experience;
  4. Must have good communication and interpersonal skills.

 POSITION 4: ADMINISTRATIVE ASSISTANT: FRONT DESK (1): NCHE 8

 Duties and Responsibilities

  1. Reports to the Human Resource Officer;
  2. Ensures prompt opening of the reception by 8.00am;
  3. Keeps the reception area clean;
  4. Receives clients/visitors and directing them to NCHE offices;
  5. Maintains the visitor’s book;
  6. Maintains the delivery book;
  7. Makes and answers all incoming calls, taking messages and directing them to respective Officers;
  8. Keeps record of incoming and outgoing calls;
  9. Proper routing and filing of all incoming and outgoing letters of NCHE;
  10. Proper dispatch of documents; and;
  11. Carries out any other duties that may be assigned from time to time by superiors.

 Person Specifications

 Bachelors’ degree in Administrative and Secretarial Science or related field from a recognized institution;

  1. Must have a minimum of 2 years’ experience working as an Administrative Assistant (Receptionist, Secretary etc);
  2. Must be ICT literate capable of using word processing, spreadsheets and database software packages;
  3. Good communication and interpersonal skills.

 Expected Outputs

  1. Register of inventory;
  2. Records retention schedule;
  3. Backups;
  4. Management Information Systems;
  5. Data banks;
  6. Clean and tidy reception area.

 POSITION 5: LAW CLERK: NCHE 9

 Duties and Responsibilities

  1. Reports to the Assistant Legal Officer of NCHE;
  2. Assists with filing, payment of fees and serving of court process;
  3. Assists with the renewal of the Practicing Certificates of the legal counsel in the department;
  4. Manages the NCHE Court diary;
  5. Follow up on Court matters;
  6. Delivery of documents to the Courts, external legal counsel and other institutions;
  7. Assists with coordinating meetings in the Department; and;
  8. Carries out any other duties that may be assigned from time to time by superiors.

 Requirements/Person Specifications:

  1. Should have a Diploma in Law for Law Clerks from a recognized institution;
  2. Minimum of three (3) years’ experience of working as a Law or Court Clerk in a reputable law firm or a Court of Law;
  3. Should have good knowledge of the registry procedures and standards;
  4. Must be ICT literate capable of using word processing, spreadsheets and database software packages;
  5. Must have good communication and interpersonal skills.

 Expected Outputs

  1. An updated case register;
  2. Renewed Practicing Certificates;
  3. Prompt delivery of legal documents within and outside of NCHE;
  4. File storage and retrieval of data;
  5. Registration of all documents pertaining to legal matters within and outside NCHE.

 POSITION 6: OFFICE ATTENDANTS (2): NCHE 11

 Duties and Responsibilities

 Reports to the Administrative Officer;

  1. Opening and closing the offices of NCHE;
  2. Prompt cleaning of NCHE offices including but not limited to mopping, dusting, sweeping and washing;
  3. Delivering documents within offices;
  4. Assists with filing, photocopying and binding of NCHE official documents;
  5. Assists with loading and offloading materials as may be required;
  6. Assists with arranging venues for meetings and functions at NCHE premises; and;
  7. Carries out any other duties that may be assigned from time to time by superiors.

 Requirements/Person Specifications:

  1. Ordinary Level Certificate of Education;
  2. At least two (2) years’ experience in performing the detailed duties above;
  3. Must have teamwork, interpersonal as well as good communication skills;
  4. Should have good knowledge of the registry procedures and standards;
  5. Ability to speak English.

  2. Clean offices
